Daily Duties at Louisiana Department Of State (Secretary Of State):

• As Administrative Program Manager, reported directly to the Undersecretary of Finance & Management, supervised a staff of 10 overseeing Procurement & Contract Management. Responsible for directing, managing, and administering a budget of $82 million, including $8 million for operation services, $1 million for supplies, $1.2 million for professional services, $21 million for election costs, $220,280 for acquisitions, $3.5 million for interagency transfers, and $47.6 million in Federal funds for HAVA. • Additionally responsible for Elections Printing at an annual cost of $ 1.6 million, with procurement authorization of up to $10,000. Oversaw development, applications, budgets, and amendment of contracts in accordance with all state and/or federal regulations. Administered a capital outlay program for contractual services, procurement, and purchasing. Assisted the Accountant Administrator by providing annual reports and information for operating budget. Served as Agency Administrator for the Louisiana Procurement Visa Card program, with sole responsibility for implementation, monitoring, security, and authorization. • Directed $1.6 million in Elections Division drayage and warehouse leases, as well as plumbing, electrical, janitorial, pest control, lawn services, and special restoration contracts (through a subordinate). Monitored and conducted evaluations of vendor performance, developed specifications for all agency maintenance and service contracts, prepared invitations to bid and summary of quotes, determined lowest bidder, and submitted purchase orders to accounting to ensure funding and award to lowest bidder. • Managed the inventory control system and purchase, stocking and retrieval of supplies, telecommunications equipment, vehicles, and all other purchases of equipment and furniture for the entire statewide operation, including complex purchases of data processing, computer equipment, and voting machines. • Served as manager for Property Control, Vehicle Management, and Travel and directed property control functions for the Secretary of State through subordinate positions. As Property Manager, bonded in accordance with L.R.S. Title 39 and maintained responsibility for property control at approximately 207 statewide locations, including 64 parish warehouses, 64 Registrar offices, 64 Clerk of Court offices, 14 state museums and/or historical sites, a Computer Center, the State Archives Facility, and Executive Offices. • Accountable for property with a value of $66 million. Administered the vehicle management program for the Secretary of State, with a motor fleet of 33 vehicles. Developed agency policy and procedure for purchase, identification, operation, assignment, maintenance, repair, replacement, and travel expenses for vehicles. • Through staff, administered the Safety / Risk Management program for the Secretary of State, including Driver Safety program and driver authorization records, with annual self-insurance premium of $325,550 affecting all agency employees. Developed agency Safety/Risk Management policies and procedures and served as agency liaison with the State Fire Marshal Office, Office of Risk Management and Office of Motor Vehicles. Served as Telecommunications Administrator with an inventory of 26,019 office phones, 33 mobile radios, 42 cellular phones, 29 pagers, 84,739 data processing lines, and 47,771 other lines of communication and annual expenditures of $158,529.
