Daily Duties at United States Army Reserve:
• Acted as the Contracting Officer Representative (COR) for the $78 million Iraqi Trucking Network contract and two $12 million Private Security Company (PSC) contracts operating throughout Iraq for four months • Compiled and reported weekly financial status of the Al Seqir contract to the 13th Expeditionary Sustainment Command Commanding General • Provided an analysis of Al Seqir trucking contract based on market conditions, past performance and associated risks of further utilization which resulted in a list of contract modifications that enhanced Al Seqir’s ability to meet operational needs • Developed new movement strategies utilizing Al Seqir to continually meet US Forces - Iraq (USF-I) spending guidance while maintaining a stable workload during the buildup of Iraqi transportation capability • Used statistical methods to develop seven performance metrics based on the Performance Work Statement that evaluated Al Seqir’s service quality in adhering to contractual requirements • Supported Defense Contract Management Agency (DCMA) Quality Assurance Representatives (QAR) in performing monthly audits of the Al Seqir and two Private Security Company contracts as dictated in each contacts Quality Assurance Surveillance Plan (QASP) • Managed the monthly Contracting Officer Representative performance evaluation reporting and audits for 21 sites throughout Iraq evaluating 387 Kellog, Brown, and Root (KBR) employees under the current LOGCAP contract • Represented the 49th Transportation Battalion in technical evaluations to determine requirements for KBR movement control augmentation at different sites and associated cost as part of the Project Planning Estimates • Provided Contracting Officers at Joint Contracting Command – Iraq (JCC-I) with financial and service performance reports and correspondence from contractors on factors impacting ability to meet contractual service requirements • Validated invoices against contract line items (CLIN) for PSCs or movement data for Al Seqir and approved Material Inspection and Receiving Reports (DD250) to Contracting Officer for payment
