Served as head of all Safety, Security, Law Enforcement and emergency preparedness activities. Directed the development, implementation, and administration of an annual operating budget of nearly $80 mil/year and assigned staff of over 700 personnel. Developed and maintained effective linkages with state, county, and "homeland security" units such as DHS, TSA, FBI, Federal Transit Administration (FTA), and Los Angeles Sheriffs Department’s (LASD). Pursued, developed, maintained and managed Homeland Security grants and projects in excess of $15 mil. Advised and made recommendations to the CEO/COO on safety, security, law enforcement, and related environmental matters. Directed comprehensive transportation system safety design reviews to identify and mitigate hazards in facilities, systems and equipment. Provided direction for development and revision of safety policies and procedures including construction, transit operations and systems certification. Directed and managed Metro’s law enforcement contracts and provided strategic guidance on law enforcement policy.
