Daily Duties at Wyle Laboratories, Inc.:

As a Senior Consultant with Wyle, Mr. Harper supported the Air Force Cost Analysis Agency’s Space division. Major efforts included computation of a Cost Track Metric which analyzed AFCAA’s historical and ongoing estimating accuracy for Satellite programs. This was a challenging effort that required gaining a broad understanding of both AFCAA internal processes and AFCAA-estimated Programs (i.e., Advanced EHF, NPOESS) in a short amount of time. Effort was well-received by the AFCAA SES/Exec Mr. Richard Hartley. Led short turn-around effort to estimate AEHF O&S Cost. Also contributed to effort to estimate integration of a NASA sensor onto the jointly run NOAA/DOC/DoD NPOESS program. On own initiative developed satellite, launch vehicle and sensor schedule database to validate proposed program schedules, i.e. time from Contract Award to First Launch. Mr. Harper also supported the Space Intelligence Community. Projects included normalizing and mapping contractor cost data for several satellite programs to a standard Work Breakdown Structure; developing an innovative method for researching ground systems costs via open sources on the web, directly enabling the Air Force access to a previously Classified-only ground system cost phasing model. Mr. Harper and created, on his own initiative, a contract award database, also compiled from open sources.
