Daily Duties at Price Systems:
Mr. Harper developed IGCEs for several IRS modernization projects to support E-300 submittals and source selection activity. He also conducted cost analysis activities to support federal program offices, responsible for completing deliverables, securing long-term relationships with existing clients, and marketing to prospective clients. Mr. Harper developed an independent LCCE for the DHS’ Cargo Systems Program Office Automated Commercial Environment commercial trade processing system. The task required coordinating inputs from 13 different business areas and included parametric as well as level-of-effort estimating. He conducted both in-house and client training classes for the True Systems (systems-of-systems estimating) and True-S (software estimating) tools. On his own initiative Mr. Harper created a Program Affordability Blog to facilitate knowledge management and dissemination of relevant and timely information to the cost estimating community, including both PRICE employees and clients.
