PROJECT MANAGER/Subject Matter Expert: July 09-Aug 09 • Based on prior knowledge and experience with DENR’s environment and delivery of their Data Warehousing & Decision Support System, partnered with Keane and EarthSoft Inc to provide input and direction for a Proposal for a Data Repository System for Ground Water Decision Support. This activity was in response to DENR’s Request For Proposal and EarthSoft’s EQuIS software was offered as a solution. • Assisted the DENR PMO to modify the DENR Methodology and make it web accessible to vendors bidding on the RFP. PROJECT MANAGER: NC Dept of Environment & Natural Resources (DENR) Mar 08 – June 09 Oracle, SQL Server, Java, J2EE, Business Objects, Data Analysis, COTS, SLA, MS-Project, SDLC, Waterfall, Agile • Recalled by DENR as a preferred consultant to deliver a Data Warehousing project that had been developed piece-meal by distributed software development teams in DENR’s multiple divisions. Every milestone was completed on time and within budget against a tight schedule. • Presented different project development scenarios and estimates to senior management. • Managed the assigned budget. Interviewed and hired and mentored project team. • Planned and managed the project over the full System Development Life Cycle (SDLC). • Created repeatable processes to align Data Requirements and Business Processes against File Layouts. • Established guidelines and a Change Management protocol to engage and prioritize ad-hoc User Requests. • Readied each division for the transmission of data to the warehouse. • Implemented the COTS ‘Titanium’ Collections package and interfaced it to the data warehouse. • Mentored DENR project managers in the use of the UMT/PPM Project Portfolio Management tool to record project financials and project deliverables. The use of the tool was mandated by the office of the NC State CIO. • QA’d the Parks Reservations System and the POS system for the Aquariums division. • Planned and sourced COTS vendors for DENR’s Emergency Response System in collaboration with the EPA and DHS. PROJECT MANAGER: NC Dept of Environment & Natural Resources (DENR) April 07 – Nov 07 SDLC, PMBoK, MS-Project, Project Management Templates, COTS, PMO implementation • Completely re-organized, refurbished and mobilized DENR’s PMO to make it a focal point of reference during a reorganization of their IT department. • Based on PMI's PMBoK, created a detailed Project Management methodology including an enterprise-wide Change Management process, a Risk Management & Mitigation process, templates for major SDLC project deliverables, MS-Project Plan templates and Excel spreadsheets for preparing project budgets. • Provided Project Management oversight, advice and guidance to DENR divisions for executing standard project management procedures. • Prepared an RFP for a COTS Collections package.
