Organized the collaboration ofstate and private agencies to develop a system-wide annual state plan for developmental disabilities. Scope of responsibility included strategy development, grant management and in-depth legislative, regulatory and policy analysis. Elected Presndent and CEO of the Nat'l Assoc of Dev Dis Councils which built the policy and legislative framework for federal legislation affecting persons with developmental disabilities.
