Daily Duties at Federal Aviation Administration:

My responsibilities and duties during my assignment as a Civil Aviation Security Inspector (CASI) in the International Operations Section (IOS) position can only be properly defined in a dual nature as my role encompasses two interconnected job responsibilities. My responsibility as a CASI remains essentially the same as those of a CASI working in the domestic arena. However, the following will address the differences that are primarily in the international arena. My primary responsibility was directed toward the resolution of complex security issues and problems. These issues required the meeting of ever changing personnel of Foreign Government Officials and educating them in the ICAO Standards and Recommended Practices (SARPS) needed to assure adequate and efficient coverage of airport security. This was accomplished in the following manner: A. Coordinate civil aviation security programs and related activities for the IOS that covered the Pacific Islands and the Asian Continent. Provide leadership in identifying and resolve any complex security issue and problem with foreign government officials. Act as liaison with all U.S. and Foreign Government Agencies in matters related to aviation security; e.g. National Civil Aviation Security Programs (NCASP), Air Carrier Standard Security Programs (ACSSP), Airport Security Programs (ASP), Emergency Contingency Plans (ECP), etc. B. Work within the framework of diplomacy and skill to persuade Foreign Government Officials and airport/air carrier officials to implement all of the ICAO SARPS. Advise airport Director's of Aviation and staff on matters concerning the adherence to ICAO Annex 17 and the interpretation and application of the ICAO Security Manual and Policies. Assist airport management staff in solving security problems through a scheduled security management inspection program. Determine security posture and compliance of airport/air carriers under ICAO security standards and take appropriate corrective action as required. C. My responsibilities also included, defining, sorting and prioritize identified problems and establish goals for the IOS. Plan fiscal year budget projections/request and prepare quarterly budget reports. Plan all monthly activities in accordance with work program goals to ensure timeliness and completion. Plan and conduct training programs for Foreign Airport/Air carriers at International Airports. D. Develop and maintain affective working relationships with management level airport officials; negotiate with airport/air carrier management in the development and implementation of formal cooperative agreements concerning security recommendations and regulations. Constantly evaluate and recommend amendments to Foreign Airport Master Security Programs an ensure that the Security Plan stays current a viable.
