Daily Duties at Federal Aviation Administration:
As a Manager/Supervisor/Team Leader and as an accredited Physical Security Specialists I function as the technical expert in the application of Federal Aviation Administration (FAA) and Department of Transportation (DOT) mandated security programs, within the assigned regional geographic area. In this capacity as a technical expert, I have a mastery of current security administration programs of FAA Order 1600.1, Personnel Security Program; FAA Order 1600.2, Protection of National Security Information; FAA Order 1600.6, Protection of Agency Property; FAA Order 1600.8, Communications Security; FAA Order 1600.15, Control and Protection of "For Official Use Only" Information; FAA Order 1600.24, Use of Recording and Monitoring Equipment and Practices; FAA Order 1600.54, FAA Automated Information Systems Security Handbook; and the FAA's Operations Security Program. In addition to the security related regulations, as a supervisor I also have a working knowledge of other non-security related regulations, such as the ones dealing with Impress Funds, Transportation and Air Traffic Management, Conduct of Airman Written Tests and Control and Disposition of Narcotics and Dangerous Drugs, to name just a few. It is in the overall analysis of these programs that I oversee and base my recommendations on to assist the Division management team in the organization strategies and the most efficient use of manpower and methods needed to adjust regulatory procedures to ensure the completion of the Agency and Division Mission. As the Section Manager/Supervisor I am routinely involved in coordinating, analyzing and evaluating a variety of unusual security related problems. As the main focal point in the resolution of major conflicts in policy and program objectives, I must isolate and define the issues, and then develop new approaches and techniques. Problems arise routinely where security requirements come into conflict with the field operational efficiency of other FAA components and lines of business. It is in these circumstances that I make recommendation to the Division Management team as the technical expert in this area. It is of particular importance to resolve the conflicts through negotiations and by providing guidance that helps in maintaining the operational efficiency, without severe or unacceptable degradation of the security requirements. Appointed Regional Contracting Officer's Technical Representative for oversight and compliance on all Security related contracts. These contracts are for the purchase/installation of security equipment and guards at all Western-Pacific Facilities. Estimated combined values of these contracts are in the $50,000,000.00 range.
