Daily Duties at Us Department Of State:
In this position I served under Presidential Orders to the Iraq Reconstruction Management Office (IRMO) in the Department of State. This position served as an extension of the IRMO/Ministry of Transportation office for technical support, advice and assistance to the Iraq Civil Aviation Authority in accomplishing civil aviation security responsibilities. This position required me to perform assigned duties without direct supervision and with minimal administrative support. As such, I served as the final day-to-day decision-maker, utilizing guidance from the United Nations (UN), International Civil Aviation Organization (ICAO) manuals and Annex 17, standards and recommended practices for International Aviation Security with regard to investigations and inspections for compliance. I was also the primary interface between the Department of Homeland Security, the Transportation Security Administration and the Iraq Ministry of Transportation officials in country. Duties included but were not limited to: conducting investigations, inspections, security surveys; make recommendations to host government officials regarding improvements in their national aviation security; assist in developing and carrying out air carrier inspections with host government officials; assist in the investigation of violations by airmen, air carriers and recommend corrective actions and/or enforcement actions; prepare formal reports on airport assessments and air carrier station inspections, establish and maintain continuous and effective liaison with appropriate DOS/DOT/DOD/DHS; and coalition military and aviation security and law enforcement elements of host government agencies. I also participated in special events and in dealing with specific threats to aviation and air operations in country.
