Directed employee relations, policy development, training, recruitment, EEO compliance, and risk management. Administered, tracked, and processed investigations and settlements for grievance claims. Developed staffing plans, working schedules, budgets, and time lines. Developed performance evaluation system. Designed, composed, and implemented Employee Handbook, Human Resource Policies and Procedures Manual and forms. Developed training programs including management-level operations training, leadership, fair employment awareness, diversity, and interview skills. Experienced in screening, evaluating, and interviewing potential job candidates. Program was three months from financial failure in 2003 and in 2007 was securely in the black.
