· Architected and directed all medical informatics Research and Development (R&D) and systems interface designs, developments and deployments.· Directed HIPAA-compliance process for 75% of covered entities of the government of Puerto Rico.· Lectured for WEDI and CMS about HIPAA Transactions and Code-sets, Privacy and Security Rules.· Architected and led development of the Puerto Rico Health Information Network (PRHIN); the Island’s first and only health information exchange organization.· Successfully implemented the self-developed Outpatient-CPOE development and technology for PRHIN.· Led all change management at health-related government agencies in Puerto Rico adopting HIT and EHRs.
