Daily Duties at Natomas Unified School District:
EXECUTIVE OFFICER WITH ALL BUSINESS-RELATED OPERATIONS. Regularly led the Board of Trustees, Cabinet Officers, managers, directors, staff, and/or the public in meetings to develop strategic priorities, organizational goals and objectives and budget priorities. Developed, recommended, executed, and monitored policies. Acted on behalf of the district in most bargaining unit negotiations. Analyzed programs and policies that affected outside private and governmental agencies. Created joint-use agreements with other governmental agencies and elected officials. Acted on behalf of the district in most bargaining unit negotiations. PROVIDED ORGANIZATIONAL ANALYSIS AND ASSESSMENT MANAGING PRINCIPLES AND PRACTICES ASSOCIATED WITH STRATEGIC PLANNING, PROGRAMMING, EVALUATION, PERFORMANCE MEASUREMENT, AND CONTROL OF PROCESSES. Recommendations resulted in the significant changes in program direction or policy related to major issues. DEVELOPED AND MANAGED DISTRICT-WIDE BUDGETS COMPOSED OF OVER $90 MILLION. Developed annual and long-term staffing projections and budget requirements for each support position and program throughout the district. Created financial and operational reports for the public, Board of Trustees, state, regional, and federal agencies. Managed all financial and purchasing operations. Managed state, local, and federal programs as well as ensuring compliance with their regulations. Processed all legal actions. PROJECT MANAGER / LEADER FOR MULTIPLE, CONCURRENT, AND CROSS FUNCTIONAL PROJECTS WORTH OVER $100 MILLION. Worked with other functional managers in a matrix oriented organization to allocate human resources and achieve goals of the highest importance. Helped create district-wide professional development and rewards programs. SUPERVISED DEPARTMENTAL DIRECTORS OF: FINANCE, PURCHASING, FACILITIES CONSTRUCTION, MAINTENANCE AND OPERATIONS, FOOD SERVICES, INFORMATION TECHNOLOGY, AND TRANSPORTATION, Helped create district-wide professional development and rewards programs. Chaired the District Safety Committee, Budget Development Committee, and Risk Management Committees. MAJOR ACCOMPLISHMENTS • Developed the New Facilities Department • Created the Information Technology Department which was used to install and manage district-wide information systems as well as provide on-going customer support. • Encouraged creative improvements in every department by training each director to create a departmental business plan. • Created a budget recognized for excellence by the State Superintendent of Schools. • Initiated and helped write Senate Bill 2045 which was signed into law providing approximately $17 million of additional facilities funds to the district. • Managed the simultaneous construction and occupancy of four schools, Humanities Building, Corporation Yard, and a District Office. • Instituted a Mandated Cost Systems program that increased yearly on-going income from $15,000 to $125,000 per year.
