Daily Duties at Internal Revenue Service:
- Developed Internal Revenue Service (IRS) Year 2000 (Y2K) conversion program initial project plan to include capacity planning, risk management, configuration management, communications and awareness program, and guidelines for technical implementation. - Prepared testimony for the first Year 2000 congressional hearing in April 1996, attending as expert witness with Treasury Assistant Secretary George Munoz. - Represented IRS and Treasury to President's CIO Council on the Year 2000. As one of 14 charter members in Dec.1996, established intergovernmental best practices. GAO subsequently used these guidelines to measure progress on project effort for all government. - Identified and evaluated automated computer tools and repositories for implementation on UNISYS platforms to prepare for a large-scale software transition. - Invited as one of forty government and private industry representatives to Carnegie-Mellon's Software Engineering Institute (SEI) for the purpose of modifying their Capability Maturity Model (CMM) to include reengineering principles. - Invited to speak at conferences and seminars across the country on reengineering subjects including Sixth International Institute of Electrical and Electronics Engineers (IEEE) Conference in Singapore, July 1993.
