Daily Duties at Pecos Environmental Consulting Inc.:
Responsibilities with Cannon Air Force Base included staff continuing education and staff development. Responsibilities with Clean Technology International Corp. included budget development, sampling and analysis in accordance with SW846 and Environmental Investigations Standard Operating Procedures and Quality Assurance Manual (EISOPQAM) for Resource Conservation and Recovery Act (RCRA); hazardous waste, Hazardous and Solid Waste Amendments to RCRA (HSWA), solid waste (MSW), Toxic Substance Control Act (TSCA), Universal Waste (UW), Used Oil, Surface Water Pollution Prevention Plans (SWPPP), National Pollution Discharge Elimination System (NPDES) and air quality compliance to maintain Title V exemption for operating research and development equipment. Worked with the U.S. EPA Region 4, Region 6, Region 8, Region 9, Texas Commission of Environmental Quality, Arkansas Department of Environmental Quality, and Ohio EPA, to ensure client activities met state and federal environmental regulations. Coordinated observation of performance tests with U.S. EPA and Texas Natural Resources and Conservation Commission representatives to ensure their presence with Department of Army Deputy Secretary so that they could answer any regulatory questions he or his staff might have. Coordinated test objectives and emissions sampling and analysis to meet the standards set by the regulators observing the Proof of Performance Demonstrations conducted by the client. Performed Phase II sampling and analysis then Phase III verification sampling and analysis then generated reports for the Texas Commission on Environmental Quality (TCEQ) showing clean up and no further action was necessary. TCEQ approved the finding of no further action within 10 days of receipt of my completion report. To ensure environmental compliance for the clients I wrote; Sampling and Analysis Plans, Sample Control Procedures, Waste Characterization Plans, Waste Acceptance Criteria Documents, Standard Operating Procedures, Quality Management Plans and Quality Assurance Project Plans. Developed site and equipment operational safety plans to minimize hazards to staff operating patented equipment that could produce extreme heat hazards provided a list of specialized PPE that the client provided for operational staff..
