Prepared individual internal dose assessments--fitting data of mixed quality to prepare credible estimates and assigned doses as appropriate using the computer code CINDY and spread-sheet methods, these techniques involved new methods for improving previous (internal) dose estimates, and included calibrating gamma spectroscopic analysis equipment using 241Am/155Eu lung phantom with Canberra ABACOS plus software, Canberra hardware and EG&G ORTEC high-purity germanium detectors and performing or overseeing the performance of counting individuals to determine their lung/body burden (Pu/Am, & identified an ‘unknown’, e.g., 201Tl). Acquired and became familiar with ISO 9000 and 14000 series documents to improve processes as well as maintain currency with regulatory cultural evolution. Recommended monitoring and worker protection measures improving safety and dosimetry. Interpreted results of bioassay methods, i.e., lung counting, wound counting, urinalysis, and fecal sample analysis, and directed the sampling requirements for health and safety monitoring of workers, including dose assessments and dose reconstructions. Tracked statistical characteristics of acquired data and maintain internal dosimetry occupa-tional records in accordance with the Radiological Control Manual, DOE-EH0265-T, 10 CFR § 835 requirements for established & evolving policies, practices & procedures. Operated and maintained a lung counting facility (core staff member). Commended for contribution to IAEA efforts at arms reduction in support of dosimetry efforts for visiting personnel. Assembled guidance documents pertinent to team operations from industry and regulatory guidelines of ANSI, ISO, and NRC. Critiqued/reviewed Radiological Control Manual chapters for compliance to 10 CFR § 835 requirements, established policies, practices, procedures, and DOE Orders including Conduct of Operations and Quality Assurance requirements. Provided waste management nuclear and industrial process safety expertise--prepared a justification for continued operations of a pilot scale to full production scale waste microwave vitrification project. Prepared operational safety requirements documents for facilities, processes, and tasks to conform to DOE Orders 5480.23 and 5480.22; Technical Standards 1027 and 3009; and other applicable requirements, e.g., 10 CFR § 835, and Conduct of Operations (COOPs) (DOE Order 5480.19). Used Internet search engines to identify regulations, standards, plans, specifications, and obtain guidance to economically obtain hardware and documents. Due to contract reform within the DOE complex (and at the Rocky Flats Plant specifically), job functions, physical location, duties and accomplishments for this position are identical to those noted above, for Management Analysis Company (MACTEC), so the above-presented description is not duplicated here. Prepared the off site dose calculation for the Rocky Flats Plant 1994 Annual Environmental Report using inputs from four components of dose/exposure pathways; two components of this hypothetical pathway involved inputs from air transport and dispersion models (combining emission stacks (point sources), re-suspension of area earthen materials from area sources, with a hypothetical water pathway), resulting in reporting lower doses. Prepared two chapters of 1994 RFETS, one chapter for 1995 Annual Environmental Reports. Presented summary of off site dose calculations to monthly Rocky Flats exchange meeting, 3/95. Developed planning activities in support of proposed Clean Air Act, rule 112(r). Prepared pollution prevention plan (program plan) for a major oil storage facility under the Clean Water Act and the Oil Pollution Act, for filing to EPA Region VIII within the 60 day filing deadline stipulated in the final rule. Provided drafting and editing support to a Spill Containment Countermeasures/Containment and Best Management Plan (SPCC/BMP) and to a Storm Water Management Plan for facilities having Industrial Activity. Contributed to the development of a comprehensive regulatory compliance strategy for the full spectrum of industrial safety, occupational safety, and environmental laws applicable to RFETS through site closure. Identified required ongoing tasks to support a pollution prevention compliance program. Performed planning tasks (preliminary program plan, schedule, and budget) for a proposed radiological protection program under proposed regulation 10 CFR § 834. Researched and documented land use planning and decommissioning efforts for privatization at DOE facilities nationwide. Prepared an emergency planning paper for presentation at a national conference held in Denver in 1995. Facilitated the disposal of 2.6 million gallons of oil to reduce site costs, compliance activities, training and exercise requirements, and liabilities. Developed a spreadsheet to determine un-ionized ammonia in surface water ponds based on pH and temperature using physical chemical (thermodynamic) properties. Provided input on mitigation/remediation/restoration/pollution prevention activities & strategies for Surface Water Division & Environmental Restoration groups for Operable Units 2, 5, & 6. Identified pertinent advisory committees, rule making entities/rule making proposals to identify trends in the regulatory climate using on line research services (LEXIS/ NEXIS), tracking legis-lation, reading the Colorado Register, reading the Federal Register daily, agency bulletins, and routed to appropriate responsible individuals and briefed personnel regarding affected programs to applicable rule making/statutory initiatives, and commented on proposed rules. Served as subject matter expert and author for chapters describing the applicability of occupational and environmental laws (OSHA/CERCLA/SARA/CAA/RCRA/SWDA/CWA/OPA/ AEA/TSCA/SDWA/FIFRA), regulations, DOE Orders, and regulatory guidance compliance requirements for a comprehensive tank management plan at RFETS. Supported efforts to economically dispose of residues such as granulated activated carbon residues and filter socks from water treatment processes for pollution prevention, spill prevention counter measures and containment plan, and tank management. Prepared compliance documentation for a comprehensive compilation of over 5000 at the Rocky Flats Plant, serving as technical lead for a total quality management (TQM) Process Improvement Team (PIT) for environmental compliance, and industrial safety, occupational safety & hygiene. Developed operational health physics procedures for instrumentation, worker safety, protective measures, and dosimetry, procedures for Radiological Procedure Administration in accordance with DOE Orders and Guidelines. Supported radiation work permit/hazardous work packages safety requirements and prepared procedures for specialized PPE. Authored a comprehensive package of radiological transportation emergency response procedures for use by the Radiological Assistance Team with an emphasis on potential Trupact II shipments in anticipation of WIPP start-up as part of a comprehensive radiological transport-tation emergency and off site assistance plan at RFETS, the scope of work encompassed industrial hygiene, industrial safety, health physics, and environmental regulatory schema. Implemented requirements of DOE Orders for Conduct of Operations & Quality Assurance.
