Daily Duties at Si International, Inc. (Formerly Zen Technology, Inc.):

During my tenure at the FCC client site, I successfully started and managed a team effort to re-engineer the Wireless Telecommunications Bureau’s Spectrum Management and Resource Technology Division. Our approach employed a service model to fulfilling customer needs and expectations. This includes the development of a tier based approach to IT support, development of measurable service level agreements and business rules, and a employing a cost savings to the Commission of over $9.5 million annually. In addition to these key items, I achieved the following while with Zen Technology: • Management and leadership of multiple teams of contractors and government employees to ensure all projects meet key deadlines, milestones, and customer service requirements on time – every time. • Ensured customer satisfaction on all projects and deliverables—ranging from a customer facing internet portal developed by 4 contracting companies to consolidating 4 help desks into one re-engineered customer service desk responsible for over 28,000 requests for support a month. • Analysis and evaluation of the business systems, platforms, and user needs including formulation of systems to parallel overall business strategies. • Assessment, management, and development of project tracking and plans related to project development, organizational integration and implementation. • Implementation of commercial off the shelf (COTS) products, COTS products integrated with custom developed software, and custom developed software in the J2EE/Weblogic architecture to meet business and organizational requirements and goals. Systems were implemented and developed using both Sybase and Oracle platforms and methodology encompassed everything from custom SDLC defined by the organization, to the Rational Unified Process, to an agile development environment. • Project planning for implementation of the integrated solution for Wireless e-Government initiatives. This solution set includes technical, personnel, functional, managerial, and business process recommendations, development, and implementation. This also included mapping to Federal Enterprise Architecture guidelines and leveraging assets within the organization to provide a maximum return on investment. • Development of Tier-based issue escalation processes and procedures for the organization, including cross-functional teams between internal and external customer support and software development efforts. • Interaction with the FCC’s customer base, i.e. lawyers, economists, and the general public in assuring satisfaction on products delivered by the WTB. • Development of internal and external Service Level Agreements (SLAs) between within the Bureau’s organization as well as within the FCC’s overall organization and the customer/client base. This includes Software Development, Network, and Quality Assurance efforts. • Development and oversight of Standard Operating Procedures (SOPs) and documentation following repeatable processes, quality standards and industry measured best business practices. • Portfolio management of assets and resources to ensure maximized return on investment. • Development and evaluation of cost benefit analyses for key organizational projects. • Team and writing lead on new business proposals with a win/loss ratio of 7/10; that is, for 10 proposals that I was responsible for writing and presenting, we won 7 of these contracts for new business. • Increased corporate billable hours, company revenue, and business with the FCC by 65% within 2 years.
