Identified training and development needs through job analysis and consultation with managers ; designed and developed training programs based on both the organization's and the individual's needs; considered the costs and keep within budgets; devised content material; produced training materials; managed the delivery of and strategic planning of training; monitored and reviewed the training effectiveness; conducted statutory required training; amended and revised programs as necessary; kept up to date with developments in training by reading relevant journals, attended meetings and attending relevant courses; increased knowledge of additional resources such as e-learning techniques. Worked closely with Risk Management and Insurance Department in a number of benefits associated projects for the purpose of documenting benchmarks and improving benefit structures offered for employee retention; administered and trained on a County-wide basis special programs such as HIPAA and FMLA; interacted with employees to coordinate various leaves and status changes through advised completed Personnel Action Forms; consulted internal departments on interviewing/ hiring strategies, training, and attainment of performance standards. Developed job descriptions and advocated high performance measurement standards. Attended career recruitment fairs; communicated benefit materials to employees regarding updates and other status changes in multiple benefit plans such as Self-Insured plans and Kaiser, Dental, and Long-term and short-term disability plans. Contributed to enrollment processes and calculating benefit amounts; conducted new employee orientations for seven years with integrated benefits, payroll, legal, performance, EAP, grievance/appeal information. Participated in disseminating open-enrollment information. Acted as a liaison in benefit related problems. Reviewed contractual commitments and standards. Handled staff recruitment by posting vacancies, screening applicants, processing employment inquiries and processing applicants for testing, reference verification and background checks. Provided support in the new hire process.
