� Involved in business analysis by gathered requirements, documenting requirements, analyzing and defining the requirements for developers, guiding the projects through the Project Life Cycle and at times utilizing specific business process development methodologies i.e. Agile to ensure delivery date and quality. � Conducted feasibility studies to support capital and manpower budgeting, providing County Executive information for effective decision making and problem solving. � Evaluated and made recommendations on capital expansion projects, realizing savings of $1.5M per year. � Analyzed facilities, directed architectural changes, functional changes and budget. � Reorganized engineering department, creating leaner, more cost effective department focused on customer service. � Restructured manpower and asset utilization to better serve 3 towns and 6 townships. Created metropolitan structure with interdependent units more accessible to the general public.
