CAREER HIGHLIGHTS Tulsa City-County Library Tulsa, Oklahoma 2001 - 2017 Chief People & Commission Support Officer * As a member of the Library Executive Team, provide strategic HR leadership for an organization with 26 jobsites across the county and over 400 total employees. Oversee a $20.5-million-dollar budget which includes payroll and benefits. * Direct all HR functions and lead HR staff and responsibilities. Functions include government reporting, budget planning, payroll, state health and safety compliance, security, workers' compensation, background checks, drug screens, performance management and succession planning. * Provide effective communication about HR issues with leadership and employees and engage in the strategic planning process, including aligning HR strategy to support the mission, vision, and goals. * Develop and improve employee benefit plans negotiate annual contracts with benefit providers survey staff and review high claims to direct benefit options. * Work closely with legal counsel to avoid costly litigation. * Provide direct support to the Library Commission develop reports for the Commission's monthly meetings coordinate responses to Commissioner requested assignments. * Directly manage five staff members, a four-member HR Team and an internal Project Manager, and oversee organizational management PEOSH (safety) plan and outside consultants. ACCOMPLISHMENTS * Implemented a new, comprehensive Human Resources Information System software solution on time and within budget in the first year of employment. * Successfully developed bilingual recruiting by engaging with the Hispanic community. * Automated the time and attendance process with an in-house timesheet application that brought incredible improvements in payroll processing accuracy and efficiencies. The improvement included time saved and less mistakes. * Received recognition and incentive awards for improving HR practices Super Sleuth, Perfect Attendance, and Applause Awards. * Implemented a new payroll program streamlining the process and eliminating the need to send payroll to a third party for processing. * Chaired the Compensation Study Committee which conducted multiple national surveys over the years culminating in a highly competitive compensation package and improved employee satisfaction. * Led multiple committees dedicated to improving internal communications, employee engagement, and satisfaction in the workplace spearheaded the initiative to provide organizational email to all employees, rather than managers only, which greatly improved internal communications and staff performance. * Redesigned new employee onboarding to capitalize on new best practices, to ensure new employees get the information and orientation they need in a timely fashion, and to prepare them to contribute their best to the organization. * Automated payroll forecasting significantly improving budget prediction accuracy and providing greater confidence in staffing decisions. * Significantly reduced workers' compensation claims and benefit costs by introducing fun, healthy living challenges, coordinating ergonomic analysis of worksites and workstations, advocating for improved ergonomics in all capital improvement project decisions, and encouraging incorporating exercise into the workday. * Led tough negotiations with health insurance benefit providers keeping our premium increases to a minimum, with some contracts approved with zero premium increase, saving the Library and our employees thousands of dollars. * Facilitated successful national searches for new Chief Executive Officers twice. * Increased employee engagement and satisfaction through regular workplace and culture surveys, conducting worksite visits, and active mentoring. * Increased staff knowledge through education and usage of our Process Activated Training System (PATS) which boosted our Oklahoma Quality Award (OQA) rating in 2016. * Regularly recognized for outstanding performance and the increased importance of the HR function promoted from HR Manager to HR & Commission Support Director and eventually Chief People & Commission Support Officer. * The first employee to be transitioned above the regular salary schedule for being a top performer during a period of increased public scrutiny and lower employee morale, I voluntarily declined salary increases to help the Library through the lean times and improve staff morale. * Led the efforts to achieve a four-star rating from Mosaic, the Tulsa Regional Chamber's diversity business council, and merit-level certification as a Certified Healthy Business from the Oklahoma Department of Human Services' Certified Healthy Oklahoma Business Program. * Initiated the plan for staff Value statements. Developed the standards through a staff committee. * Led the Library's first, city-wide recruiting initiative to re-staff the newly renovated Central Library, a major staffing project affecting over 100 total positions and bringing over 30 new jobs to the Tulsa area. * Participated in a city-wide effort to decrease the percentage of women who are incarcerated. * Drove the initiative to install AEDs in all worksite locations researched and identified the hardware necessary oversaw the rollout training program. * Serves as the Library Executive Team liaison for several major standing committees and programs including the Library Employee Recognition Committee, the Staff Development Day Committee, and the PATS Committee.
