Expertise includes: Admin, Mgmt, Supervision & Finance Qualified Psychometrist QUALIFICATIONS STATEMENT Mr. Byrd possesses over thirty-five years of clinical experience as a psychologist, qualified psychometrist, and counselor working with veterans, troubled and at risk youth, prison inmates, ex-offenders, chemically dependents, and full range of disabled. Mr. Byrd has worked with the full spectrum of physical, educational, social, emotional and psychological disorders of all ages. Mr. Byrd completed doctoral course work and all major and minor exams in Educational Psychology in 1978. Major clinical focus has been in Post-Vietnam syndrome (PVS), "rap groups", and post-traumatic stress disorder (PTSD) individual and group therapy, special education and mental health issues within public school education. In addition to teaching at the University of Alabama, Mr. Byrd has provided training and instruction at the pre-school, elementary, middle, high school, and college levels, as well as in vocational and technical schools, adult and continuing education and military training institutions. (Specializations lie in curriculum development, teacher development, evaluation and training, applied and alternative learning and teaching.) Mr. Byrd was actively involved in a number of resettlement programs with a variety of multinational immigrants from Vietnam, former Soviet Union, Central and South America. Mr. Byrd has taught ESL to a wide variety of international populations. His experience includes three years active duty with the US Army eight years Army reserves five years university administration and teaching fifteen years private sector and contingent years in the private sector as a small business entrepreneur, as well as consultant positions with a number of federal and private agencies, 8 yrs hospital admin/opns/clinical 7 yrs American Red Cross Mr. Byrd has worked with hundreds of community based organizations, non governmental organizations around the world. He has facilitated a variety of community development efforts to include veterans and a variety of minority groups. Major focus efforts have included housing, economic development, education, community schools, employment, health care, job creation, violence, civil rights, homeless program, etc. Mr. Byrd's doctoral dissertation and research experience include the area of Ecological Systems Design Models using a Transactions Approach, Vietnam Veterans Readjustment and Values Clarification and Internalization. Doctoral minors include Special Education (emotional conflicts), Research and Evaluation, Counseling and Guidance, German and Statistics, as well as Curriculum Development. Mr. Byrd served as Coordinator for Special Projects at the Psychiatric Institute of Washington, D.C. He worked full time with PIW over six years. He also works as an independent consultant for a number of mental health clinics and public schools in the DC metro area. Mr. Byrd served for over twenty years as Executive Director of one of the Nation's oldest active Vietnam Veterans organizations, the National Association of Concerned Veterans (NACV) and reassumed the position in 2008. In 1974, Mr. Byrd was named to America's Who's Who and Outstanding Young Men. He is also a member of the Phi Kappa Delta. He has been an active member of a number of civic organizations. Mr. Byrd has lived, worked and travelled on over five continents. Mr. Byrd has served as Program Manager at Hillcrest Children's Center, a free-standing mental health clinic. As manager, he was responsible for a subcontract with the District of Columbia Department of Human Services to provide comprehensive psychiatric evaluations, educational assessments, educational advocacy, parent training, behavior management and psychological assessments to high-risk children. In addition, Mr. Byrd has served as a group facilitator with the Department of Defense working with Anger Management for men and Couples Communications Group counseling. With over thirty years of experience as a doctoral level psychologist, Mr. Byrd has provided mental health counseling and psychotherapy in Veterans and State hospitals, military installations, clinics, the Methodist Children's Home, and the University of Alabama. Mr. Byrd is trained in facilitation, community development, group dynamics, strategic planning and development, goal acquisition, and process and product evaluation. Mr. Byrd has worked with a variety of community development, outreach and service arms within the federal government to include Community Services Administration, Action Agency, HUD's Neighborhood Planning Agency, National Alliance of Business, Nat'l League of City, Office of Community Services, Dept of Energy Office of Human Services, Institute for Local Self Reliance, a variety of Self help Organizations and programs, Comprehensive Employment and Training Act, Temporary Assistance to Needy Families, Self sufficiency and Independent programs. Mr. Byrd is also working as a psychology associate and psychiatric evaluator in Maryland and with several DC Public and Charter Schools. Mr. Byrd is presently developing a pilot program to assist military personnel and veterans who are returning from Afghanistan and Iraq. Great Expectations is a comprehensive readjustment diversion and re entry program for veterans and non veterans alike being released from active duty and correctional centers throughout the country. Mr. Byrd has over thirty years experience working with disabled veterans and readjustment and transitional programs as well as veterans in prisons, incarcerated and ex offenders throughout the country. Byrd spent approximately one year working with the National Center for Institutions and Alternatives. Byrd is also conducting research for experimental step down and partial hospitalization programs for high risk youth in today's school systems in the D.C. metropolitan area. Byrd is experienced in assessments, evaluations, diagnostics, treatment planning, as well as a qualified certified addictions counselor. Through NACV Byrd has worked to design a computerized integrated case management tracking and follow up soft ware package called the Gentron "touch" program which is behaviorally based.
